Mr. Sharff represents school districts in all phases of tax certiorari proceedings on both the trial and appellate level. He also represents school districts in negotiations with developers and municipalities involving payment in lieu of taxes (PILOT) agreements. In the past, he has represented school districts as general counsel; labor relations and all other aspects of litigation; including special education impartial hearings, administrative proceedings, §3020-a Education Law hearings, §75 Civil Service Law hearings, grievances and appeals to the Commissioner.

He is a member of the New York State Association of School Attorneys, Inc., Westchester County Bar Association; White Plains Bar Association; Former Elected Member and Vice-President of the White Plains Board of Education. He has lectured for the New York State School Boards Association and the New York State Bar Association. He is admitted to practice in the courts of the State of New York, in federal courts in the Southern and Eastern Districts, the Second Circuit Court of Appeals and the Supreme Court of the United States.
