As school districts prepare for negotiations during the 2018-19 School Year the economic factors underlying the negotiations have changed somewhat across New York State, but the influence of the Great Recession of 2008 still affects school districts based upon their individual circumstances when settled collective bargaining agreements then in place met the revenue generating restrictions of the Tax Cap Legislation of Education Law Section 2023-a.
