Steven Latino explores the public employment relationship between the employer and the employee from beginning to end in a presentation to Mid-Hudson School Study Council. This presentation addresses the hiring process including how to effectively conduct an interview of an applicant for employment without inadvertently setting the groundwork for litigation against the public sector employer. In this presentation Mr. Latino also addresses the rights of Civil Service employees based upon their Civil Service classification, and how to effectively evaluate, supervise and address misconduct of public sector employees. He also covers a Civil Service employee’s rights under Section 75 of the Civil Service Law, the disciplinary investigation process prior to bringing such charges including internally reporting and investigating misconduct for the purpose of preferring disciplinary charges to increase a school district’s chances of success at hearing, the rights of Civil Service Employees to union representation during a disciplinary investigation, and alternatives to discipline.
